Title: Aquastar 3874-2200KV Question

I want to use this motor for a tug boat. Is there a way to power it down ? Can you take a powerful motor like this and just use less battery power so it runs at a slower rpm ?

If I understood this correctly, what you are asking for is one of the main functions of the "Speed Controller".  Think of it as doing the job of the carburetor in a fuel combustion engine.

Keep the stock set up and use throttle management. You can dial in expo for your throttle so that is will be less sensitive at the low range.

One thing to watch outfit if running with lower throttle on the ESC is that not all controllers handle low throttle well. Some will get very hot and can shut down. ESCs with active freewheeling don't have this problem but typically cost more.
