Yup its not allowed here my P2 Vision Plus was in same situation last year (December 2014 after came back from vacation). Got detained by customs bcoz of camera. I tell them RC shop in Qatar also sale this thing so whats wrong with it. Don't want to continue the arguing (b'coz confirm will not win). Anyhow mates, here's what you can do (this what I got from this forum, can search)
-go to Qatar Scientific Club
-asked for Aviation Section
-Join the Club (how to join there's some post in here just search)
-After joining get the letter to import flying RC (don't tell U have camera on it)
-Bring back the letter to this customs and u'll get it back. But they will asked U to detached the camera.
The sad is my application with the clubs seems silence(I didn't hear anything from them, try to call no answer) and wasting my time. Finally my P2 has been with customs for more than 1 month (while waiting to get approval to be club member) and I think we can just say bye bye to this P2

. So what to do I lost MYR 3500 Dji P2 V+. But hey, Alhamdulillah!! I buy new Dji P3P Pro but this time I decided to leave it at my home country Malaysia.
What I've heard even you successfully bring it here (with paper work etc) there's restriction in flying with certain height and as we're the drone pilot know there's no point flying it without camera on it.
Here's the link for our past discussion regarding this same issue:
http://rcqatar.com/airplanes/dji-phantom/msg2785/#msg2785And now for the love of RC, here in Qatar I just switch back to RC Truck (Short Course-Pre Runner) and own Traxxas (no headache looking for membership etc just come out and play with the truck). I only fly my Drone when I go back to Malaysia during vacation.
